(27 March 2012)

On the 27th March the industry-led initative formerly know as SmartWay Europe, was launched under the new name GREEN FREIGHT EUROPE

Green Freight Europe is an industry-led programme driving reductions of carbon emissions from road freight in Europe. It establishes a methodology for measuring and reporting carbon emissions and enables improved procurement decisions and collaboration between carriers and shippers to reduce CO2 emissions. It is also a platform for companies to share best practices, promote innovations and communicate sustainability improvements on European road freight.

SmartWay Europe was initiated in 2009 by Erik van Agtmaal, managing parter of Altimedes, in collaboration with partners in the Green Logistics Consultants Group, the US environmental protection agency (EPA) and co-funded by the French environmental and energy management agency (ADEME). After a broad European public and private stakeholder process and the evaluation and testing of monitoring and reporting models by a group of large Logistics Service Providers and Shippers coordinated by Altimedes, a group of large companies decided in 2011 to continue the initiative.

Participants at the launch in Brussels included the European Commission Vice President, Siim Kallas, senior executives from companies joining the programme, and Mr Philip Owen, Head of Unit - Transport and Ozone from DG CLIMA.

Airlines will face a collective shortfall of 56 million emissions allowances to pay for its emissions in 2012

Airlines will face a collective shortfall of 56 million emissions allowances and an annual cost of about €364 million to pay for its emissions in 2012 under the sector's inclusion in the European Union's Emissions Trading Scheme (ETS), according to a recent estimation by EU ETS and fuel efficiency consultancy Altimedes.

Altimedes estimates that aviation allowances free of charge will cover only 77% of the total emissions in 2012 and that the sector will have to buy about 56 million additional allowances.  This equates to €364 million at yesterday’s spot price of €6.50. The estimation was based on data recently released by the UK department for Environment DEFRA, the growth of the sector and fuel efficiency improvements since the calculation of the 2004-06 average emissions by EUROCONTROL . The 2004-06 average was used by the European Union to define the number of allowances free of charge allocated to airlines.

UN Sustainable Procurement Guidelines on Freight Forwarding
(5 September 2011)

The potential of Sustainable Procurement to raise awareness and to create incentives for suppliers to improve their sustainability performance has been increasingly recognized but sustainable procurement of freight transportation services is rather recent and has only partially been integrated in the procurement policies of public and private organizations.

Sustainable procurement of freight forwarding services means the purchasing of transport services with the lowest environmental and most positive social impact alongside value for money considerations such as price and service

The United Nations Environment Programme (UNEP) has joined forces with the United Nations Office for Project Services (UNOPS) and Altimedes Consulting to develop a set of guidelines on the procurement of sustainable freight transport services. While these guidelines are aimed at UN organizations they can be of benefit to other public and private organizations.

The UN Sustainable Procurement Guidelines comprise of a detailed background report, and a practical product sheet. The main role of the background report is to provide staff involved in procurement with more comprehensive information on the sustainable challenges in the freight transport industry, how freight forwarders and transport companies can improve their sustainability performance, and information on which and how sustainability procurement criteria and requirements can be defined and integrated in the different phases of the procurement cycle.

The product sheet, on the other hand, provide sustainability criteria designed specifically for the various phases or steps of the UN procurement cycle. These are: detailing the subject matter of tenders, technical specifications (or terms of reference, for services), sourcing suppliers evaluation criteria and contractual clauses. Guidance is also provided on how compliance with the criteria should be verified.

The guidelines for the sustainable procurement of freight transport services are one of a series on sustainable procurement developed by the UN and are available on the  UN Greening the Blue website

An online guidance to help shippers and transport companies to assess the emissions of their transport and logistics activities was launched today by the Dutch innovation platform Duurzame Logistiek (sustainable logistics) (10 June 2010)

The guidelines and best practices developed by Altimedes Consulting together with the Dutch research institute CE Delft and the Dutch Shipper’s Council EVO, will help Dutch carriers and shippers to assess the emissions from their transport assets. The guidance helps companies to set goals, to understand the tradeoffs between choices and to optimize their modes of freight transport. Quantifying emissions from mobile sources and supply chains provides the baseline from which emission mitigation strategies can be developed and performance can be measured over time.

The development of these guidelines was funded by the Dutch Ministry of Transport (V&W) and assigned by the Innovation Platform Duurzame Logistiek to a consortium led by Altimedes Consulting.

Duurzame Logistiek is part of Connekt, a Dutch public-private organisation of 125 government bodies, industry (suppliers and users), administrators (telecom companies, private road administrators), users (transport companies, automobile associations, interest groups) and traffic experts, knowledge institutes and consultants.

Altimedes initiates pre-competitive cross-industry interest group on complexity in logistics and transport management (26 March 2010)

Transport and logistics systems are strongly connected and complex adaptive systems of many

individuals, firms, and authorities acting in parallel, constantly acting and reacting to what the other parties are doing. Coherent behaviour in the system arises from competition and cooperation among the different actors.

There are many areas and situations in transport and logistics where it is possible to understand the links between cause and effect and to produce prescriptive and predictive models as well as good management tools. On the other hand there is a growing awareness that many of our transport systems and logistics are becoming more and more coupled and complex systems and that a new approach is needed to cope with this complexity.

The concepts of complexity science have presented a way of better describing and understanding dynamics and processes of change found in a range of physical and biological phenomena. Understanding the concept of complexity in logistics and what complexity science can offer to logistics and transport research and management tools is relatively new.

Recent developments in this area are overarching concepts such as Distributed Adaptive Logistics (also called Sense and Respond Logistics originally developed as a concept by Stephan H. Haeckel at IBM’s Advanced Business Institute) and system of systems.

Distributed Adaptive Logistics is a system interwoven with network-centric operations and based upon highly adaptive, self-synchronizing, dynamically reconfigurable demand and support networks that anticipate and stimulate actions to enhance shared situational awareness capabilities and mitigate support shortfalls organized around self-synchronizing networks that sense demand signals early and produce adaptive responses automatically.

The system of systems approach is inspired by swarming and the behaviour in ant colonies. It moves away from the traditional model of a rigid chain of command to meet the challenges of complexity and uncertainty. Swarming requires autonomous or semi-autonomous operating agents, with strong synchronization and communications among them. A System of systems is able to perform functions that cannot be found in any component systems, and these functions are the main System of systems objectives. A characteristic of a system of systems is that it grows and evolves with time and experience.

The European Commission stated in its sustainable future for transport report that “a better

exploitation of the network’s capacity and of the relative strengths of each mode could contribute significantly to reducing congestion, emissions, pollution and accidents. This, however, requires the optimisation and operation of the network as a single entity, whereas currently modal networks are largely separated and even within modes there is a lack of integration between countries.”

ICT components and subsystems need a total system design that avoids the introduction of constraints that may hamper future objectives, developments and integration in a larger system.

Distributed Adaptive Logistics and System of Systems concepts can help to realise these objectives. Pre-competitive, multi-disciplinary and multi-sector collaboration are needed to develop these concepts and to develop common open standards. The creation of a European platform would be an important step to promote and facilitate this multi-disciplinary and multi-sector collaboration. It will create new business opportunities for logistics and transport management solution providers.
